Ibtikaar provides physical offices, training, business advisory, support with market and funding access and networking opportunity to technology startups in Afghanistan. The incubator can accommodate 14 incubatees at a time and can provide additional space for anchor tenants.
The incubator is a two years long program by Ministry of Communications and IT in collaboration by the World Bank under its ICT sector development project.
The program is implemented by four Business Incubator Specialists, hired by the Ministry of Communication and Information Technology, and is responsible for leading and managing the establishment and growth of the business incubator, ensuring a self-sustaining operations and financially viable service and operations. The goal is to create at least ten successful businesses by the end of the project.

Omed Bashardost is a BA (Hons) Economics From Jamia Millia Islamia Act of Parliment University of New Delhi, India and is also certified in Technology Transfer and Commercialization techniques, Provision for innovation Wealth Creation - Rasht/Tehran, Iran, and CCNA Discovery, A+Hardware, Software CIT from Behzad Institute of Higher Education. He has over 4 years of experience in Accounting & Finance, International Business Economics, Management, Leadership, Team Building, Finance and Business Development in private Companies and Currently appointed as Business Incubator Manager at Ibtikaar by Ministry Of Communication and IT.
